Yes, but in my mind affecting other players directly outweighs the fact Xray may introduce more money into the economy.
How so? Hacking is, by my argument, worse. XRay means extra money into the economy. PvP Hacking is the same but also has a detriment to other players.
Antiquated policy, in my opinion. They also weren't entirely unappealable.
