Given you were gone for 11 months, that means that your town was eligible for claiming. Once you're gone for 6 months, your town can be claimed.
Unfortunately, nothing can be done for you to "reclaim" your town. I'm sorry this has happened to you.

That's why a different idea was proposed to have shops in Tiers 1-2 or 1-3 be always auctioned, instead of this happening.
I personally feel on rows 1-2 should. Row 3 isn't as valuable in my opinion.
I think it saying shops between "X-X" tiers are always auctioned to prevent this from happening.
