You can only get the commands to add users to towns as a resident. You can, of coarse, Build houses for the mayor of towns, and they can pay you...
You could also work for the mayor of the town, building homes, and you can get a share of the money. It all depends on the mayor's opinion tho :)
You can do this sort of thing when you become resident. Where you can get ownership of a town and sell plots / builds within that town.
