When your forum name is "oXoQuikScopeoXo", you can apply.

How do I do it?

You hit "Click here to upgrade your rank." and hit the Resident app like you did last time. If you're talking about changing your forum name, that will be handled by GAs when the app itself is handled.

So right now I can't be resident because my application for username is not accepted?

Unfortunately. Users whose names don't match up cannot rank up.

Can you ask someone to accept my username and my resident app?

Sadly, you can't. Pretty sure it states clearly on most apps that they will take 1-7 days... generally it's more like 1-7 hours but you cannot ask regardless.
