By email, yes.

That means the user being permbanned from forums cannot report posts, view the topic, change the settings of his profile, create another account (due to IP being recorded), post on shoutbox or post something.

A user who's banned from the forums can't access to forms. They'll just get a blank page that says you have been banned.

That is worse.
