If You're talking about our forums, only moderators can ban users. Any moderators found to be doing it and abusing their power will be removed from the team and possibly banned themselves

OK. Can innocent users being bullied by a moderator causes the moderators (including the people involved) to be banned or fired?

Only the bully would be banned and demotes, not the victim
