I currently have a wither skull in my inventory that I'm unable to sell on the auction on survival. Other items currently work for me, but when attempting to auction the wither skull, I get the message "An internal error occurred while attempting to perform this command." I'm not sure if this applies to all wither skulls at the moment or just mine. I gave the skull to someone else to try and reproduce the bug and they weren't able to sell it either.
