I think you should add custom ranks to your server so it gives a bit of variety and lets people get what they want. I will use skyblock for example. So you want to get stuff from a rank and take some stuff from that rank away so you have stuff that you'll actually use. So say that I go on here and start making my rank and I want /fly, /nick, /kit (You could choose what want to get with /kit but it has to be something from another kit), /tpa. Then you will put that on a rank and then it will come to a cost depending on what you put on you custom rank. Then when you purchase it you will have a thing by your name like Skylegend but it will say Custom. Now you get what you want and AEM still gets the money they need to keep the server up and running.
I believe the player is saying that you get to choose what perks you want, and every perk is a certain amount of money. Your "rank" will say "Custom" as a rank name, like instead of "VIP" it will be "Custom"
