    I believe that if they have the ability to do so, it's been allowed for a reason.
    Defaults there can't use color code so it has to be a certain donor rank and up to use it.
    Thus, a donor perk. Not all perk are stated in the shop as they may have missed it out.

    Color chat is allowed on zombies. It is a donator perk.
