Add Back Town Chat Please

    Town Chat existed before and I think we should add it back. Our towns could be vibrant and everybody can work together with ease, it will help us so much especially when doing town builds or just talking for fun Please bring back town chat

    Otter, the one problem is that the staff could not monitor tow chat.... rules could easily be broken behind staff's back.
