Who killed Outerlocal?

For anybody who has been following my nation's story over the past year, next week will sadly mark the very last instalment. Unfortunately I will not be continuing the story any further past chapter 3, but will instead be releasing 'The Epilogue'. This slightly longer stand alone story will cover what happens over the next few hundred years after the conclusion of this chapter, and attempt to answer many of the unanswered questions that you may have.

Thank you to everybody who has taken an interest in my story, and anybody who has supported my nation over the past 3 years. I don't often do heartfelt posts (My 3 year anniversary was a real tear jerker *cough*), but I do appreciate the interest that the ECC community has shown in everything I have created here, and I'm sad to bring it to an end.

Following the release of The Epilogue, my towns will likely reach their 'end point', where no further work will be done on them, and they will be left to reflect the story's current point. Though The Epilogue likely won't be able to cover everything that I want it to, I will be happy to answer anybody's individual questions following it's release.

The conclusion promises to answer questions such as 'who killed outerlocal?', 'who was responsible for the bombing in Picon?', 'The origins of the virus', and many more... but before all that is revealed, I'd like to ask you, who do you think is responsible? In the poll I have included all characters introduced so far in the story.
