What are you suggesting:

Make Music Disc Creator (the green-blue disc) need 5 to complete​

Why is this a good addition for EcoCityCraft?:

These are a part of ominous vaults and have the same odds of dropping as the heavy core (7.5% chance per ominous vault), making them one of the rarest drops from the ominous vault. We already dropped the heavy core and mace down to 3 each because of the low odds, so this disc should drop too

I don't think it should drop to 3 like a rare, but 5 seems like a good number for it​
