Thanks for reporting this turtwig. The shout was already warned about, however the pms weren't. I will be warning @BaccaAMP in-game about the pms. On the other hand, I will be warning you as well. You specifically asked me in-game about shouts and ignored players. A few moments after you had asked, you shouted the same things you pm'd bacca before you got ignored. I see that as a form of harassment in a way, as you're using shouts to continue talking to him the way you were talking to him before. If you're being ignored, don't use shouts as a way to bother them. The shout you had made just pushed it a little over the edge on top of the pms. If you have any more questions, feel free to pm in-game or on the forums, and if this happens again to either of you, feel free to file a complaint once again.
