So do I need VTFan8 to do the app ? since he sold the place over 3 years ago ?

So even if the town has been bought and sold a few times, @VTFAN8 has not been on the forms for almost 3 months, and we had a warp gate ( that was paid for ) that was then removed, we cannot get a town warp, unless I pay to upgrade to tycoon and claim it, even though I have already bought it.
