The owner of swcelestia, @kukelekuuk00 will also need to give approval toward this town, as his town is exactly 15 blocks away, you need a blank gap of 15 for it to be legal. It only has a 14 block gap. Either move the town 1 block further from kuke's, wait for his approval, or completely relocate the town
