to al mayors+, help with LWC removal

hi to all mayors+!​

i am looking for a little clarity as to the rules concerning LWC removals in your town where a member has griefed that said town.​

looking at the rules i believed that if a player griefed your town and was banned, u did not have to give the three day notice for them to remove their items.​

please reply with your thoughts as I'm a little confused as to why i have some LWC removals denied and others accepted. thanks XD​

Section VII: Towns and Nations

Clause I: Mayors and Presidents

Mayors / Presidents have the right to form any building rules, living rules, and laws they would like with their town, as long as they do not interfere with any of our universal rules listed here on this wiki. We expect all Mayors and Presidents to have respect towards their residents unless some sort of role-playing is taking place. Scamming and taking advantage of those who live within your town is strictly prohibited and will be punished. If you are the victim of a Mayor/President scam you may submit a valid and proper complaint with proof in our forums Complaint Section. Mayors may remove anyone from their town for any reason. However, if they were not removed for failing to pay for their plot, or were not banned for griefing the town, the Mayor must give them a minimum of 3 days via the /mail command to retrieve their building materials and items from the town (see Section VII Clause IV).​

Clause IV: Seizure of Property

Mayors have the right to remove anyone from their town at any point, regardless of reason, without the need for a refund of the cost of the plot, as long as the following criteria are met:

• Sufficient warning is given ahead of time (a minimum of three days required, for evicting entire towns we appreciate 7 days notice by means of a thread posted on the forums in the town section regarding it.)
• The user in question is given time to move their items from the town in question

However, under circumstances where a serious breaching of the rules has occurred, such as in the instance of grief, the user is banned from the server or alternatively the mayor has expressly specified (proof of which will be required), the above criteria need not be met.

SECTION X
Clause II: LWC Removals

Items in chests not locked by LWC locks are completely open for anyone to take. Make sure that you lock your chests to avoid your items being stolen.
LWCs in towns may only be removed with a request in the Staff Requests forum by the mayor or co-mayor of the town under the following circumstances:

• A user is inactive.
• A user has been requested to remove their locks, and they have not complied (proof of user being requested to remove their locks must be provided.)
• A user has been banned for griefing the town, or has otherwise been requested to remove their locks (see above).

Any other request that does not follow these guidelines is attempted theft, and in serious cases you may be punished for attempting to remove locks that are not to be removed. Locks in the wild may not be removed.

i would like to get other mods opinions on this as i have had conflicting opinions elsewhere. ty!
