It would be nice to know the time since the last restart and/or the time until the next restart by using a chat line command. Kind of like /lottery give you the time until the next lottery draw.
Staff can check that. But the problem occurs when the server is lagging. When the server lags, the timer for the restart lags too. You know when you see the "Restart in 10 minutes." but it actually restarts in maybe 20 minutes? That is the server lagging and the clock slowing down. If you wanted to know when a restart occurred and typed in a command but it was off maybe 10 or 15 minutes, then some users may freak out and start demanding a restart saying "OMG SERVER BROKE". When in reality nothing is wrong and all is fine. This is just the reason why normal users cannot check lag. If the server was in need of a restart and normal users could check, then the same thing would occur. Users will begin to say "OMG LAG RESTART NOW". This causes unneeded problems and thus it is left for staff to handle.

No problem. This is why certain things are left to staff. It helps keep things calm and run smoothly.
Just type /seen on a bunch of people who are online. The command that comes up with the longest time on is probally pretty close to when the last resart was. Unless that clock is lagged down too. Then I don't have any tricks for you :/
