The declaration of war

Lord Quart,
For multiple months you have been breaking international guidelines by taking hostages. You have blatantly broken the agreements of the Pivillean treaty by beginning rearmament using tanks, jets and missiles. We – the union – can no longer tolerate this and have decided to act. With the signing of this document, the union – led by @clou44 and myself, @Exilenela – is officially at war with Piville.

Since clou44 is nowhere to be found since multiple weeks and it is not even sure whether she is still alive, I am now officially fulfilling my duty as a representative and replace @clou44 until her possible return.

May the war begin. Enjoy the union’s forces destroying your town.

Nonono...as stated in the declaration: Clou is currently missing, so it is Exile's job to replace her. Thus "By proxy for @clou44".

 

Lord Quart looked up from the mahogany desk in his luxurious office, a giant map stretching across the desk’s entire surface. On it the current borders of the Pivillean Empire were marked, a different colour for every day since the war had begun. He smiled to himself. Within one week he had conquered many of the surrounding nations and towns, for example those of @Ian__D. His smile grew even wider. He had considered going to war with Piville, and Quart had reacted fast and effectively, taking over his towns in only three days.

He glanced out of the window, it was storming outside. The patter of rain against the window was the only sound disturbing the silence except an occasional roll of thunder. He looked at the old, mechanical clock standing at the other end of the room. It was 2am. He focused on the map once more; there was one single thing that worried him.

In the time of one week, the Pivillean Empire had greatly expanded to the east, the south and the west. The only problem…was the Union attacking from the north, led by @Exilenela and normally also @clou44. Since the war had begun large pivillean territories changed their flag and were now under the protection of the union. Quart was very happy with the current status; the Union had the potential of becoming a real threat. He made some notes for the secretaries, giving them further instructions. It was necessary to further increase the armament and maybe send more troops to the north instead of other directions.
Quart smiled once more. Despite @Exilenela being so successful, he still had one final advantage – hostages.

To be exact, one special hostage.

It had taken much effort to kidnap @clou44 without leaving any traces behind, but he had managed to do so. She was his prime hostage, as one of the two Union leaders she was more important than any other hostage he still held captive. “With @clou44 being imprisoned in Piville, the other hostages seem to have become worthless”, he thought. “Especially the two remaining hostages from the New Year’s Eve celebration are starting to become annoying. After all there is not much left of their former nations. Some parts have been bombed to pieces, others have been taken over and included into the Pivillean Empire…”

He wrote the final note for the night, a note to the prison guards. Then he put out the single candle lighting the room and closed the door behind him. Once more the room became completely silent, covered in eerie darkness.

 

“…dozens of injuries and at least eight casualties have been reported so far, officials assume the numbers to rise even more as the excavation continues. The explosion which completely destroyed a boulevard and damaged multiple intersecting streets seems to be the result of a terrorist attack according to @Exilenela, one of the Union leaders present in the town at the time of the disaster. The town of France, owned by the missing @clou44, was – until today – known for its outstanding design and greatness. It is also the town housing the headquarters of the Union since the war between the Union and the Pivillean Empire began.

Meanwhile Lord Quart, leader of the Pivillean Empire, is continuing his menacing policy. This afternoon an assault team which tried to invade Piville was captured. The members of the corps, led by the self-proclaimed “tyranny fighter” @kman4000 have been publicly executed in the evening along with multiple other hostages, some of them had been held captive for four months. Observers regard this as an act of outstanding radicalness and surmise the war to continue for the next weeks or even mon…”

Quart turned off the TV and leaned back in his armchair, staring out of the window. He reflected everything the news had mentioned. The main topics on the international media were the war and the bombing of France – wonderful. The attack directly next to the Union headquarters had killed multiple secretaries, effectively weakening @Exilenela’s General Staff and with it the Union’s stability. He looked over to the map on his desk. The Union had expanded greatly in the north, following the same strategy as Quart and invading neutral cities and nations instead of only fighting enemies. “@Exilenela is a hypocrite”, Quart thought. “He became enraged when I conquered neutral territory and publicly stated that he will do anything to make the independent nations stay as free as they used to be, and now he is invading them himself.”, he thought with a smile. If he was already starting to deceive his own principles, then one of Quart’s many goals had already become true – this was definitely not good for @Exilenela’s reputation.

Quart put the glass he had held for a while now onto the desk. It was a very fine glass. Crafted from high-quality materials, decorated with various ornaments and filled with crystal-clear water from the glacier around fifty miles away from Piville. It was one of the many luxuries he had as the leader of the Pivillean Empire - and he planned to keep all of them at all costs. Of course the luxury was not the main incentive to win the war, but it was a nice bonus.

He smiled again; it was something he had done many times in the past week. There had been many good news up to this point - but the highlight had yet to come…

 

It was still early in the morning when Quart entered his luxurious office. The happiness from only a few days ago had partially faded, the territorial borders of the Pivillean Empire and the Union had not moved at all for a while now. The border between the two nations was mainly consisting of trenches and land mines with tanks and bunkers on both sides. Airstrikes could not be executed because of an extensive flak defence on both sides, either.

He thought of the message he had received from @dgam02, he had dared to force him to release @clou44. Maybe he would actually do that…an idea formed in his head, an idea he considered to be a fantastic one. But first, he took a note about the possibility of assigning a sniper to @dgam02 just for fun.

He picked up the phone and established a connection into the town of France.

@Exilenela sat in his demolished office, multiple windows had burst to pieces when the bomb detonated, many shards and pieces of plaster and bricks were lying on the ground in his office. Each of the broken windows had temporarily been replaced with a transparent canvas. He thought of @clou44. Was she dead or was she somewhere where nobody could find her? Suddenly, the phone rang.


“Hello @Exilenela.“, Quart began. “I hope you are enjoying your…newly decorated office.”
After a few seconds of silence, @Exilenela reacted. “…so it was actually you who is responsible for this explosion…”
“Oh yes, of course”, Quart openly admitted. “Why should I deny it? We are at war, after all.”
Once again, silence. “Why are you calling, Quart?”
“Because I have a certain somebody as a prisoner you might…want to get back.”
@Exilenela immediately listened. “Do you mean @clou44?” he asked.
“Oh yes, I actually do. I captured her a while ago to weaken your Union…but apparently you have been a good replacement.” Quart continued.
“Prove that you actually captured her and are not bluffing…”
“I could send you @clou44’s head…that would be very distinct evidence.” He said without an emotion in his voice.
@Exilenela shuddered. “Actually, I would prefer to see @clou44 alive…what do you want in exchange?”
“Ah, I am glad you ask. There are two things…” @Exilenela listened carefully and decided to take notes. “First of all, the war about the northern border of the Pivillean Empire is becoming annoying. My first demand is that both of us accept the border as it currently is and both of us retract our troops from the border. However, I will be allowed to keep a minimal amount of soldiers there to prevent any breach of this agreement from your side.” @Exilenela thought for a while. This was a very big demand…but @clou44 would be worth it. “Alright”, he said. “I will agree to that. And what…is your second demand?”
Quart smiled. @Exilenela’s resistance was about to break. “My second demand…is of a very material nature. I demand the ownership of the Unova, the flagship of the Union navy.” @Exilenela stared out of the broken window for over a minute this time. “You…can’t be serious…” he began. “Oh, I actually am. But the problem for you is…you have no other choice. What do you think, how trustworthy would you still be of @clou44, the second Union leader, was publicly executed and it was revealed that you could have saved her?”

@Exilenela finally gave in. “Alright, Mr. Quart. I…accept your conditions.”

“Lord Quart, please. I knew you would be reasonable. I will soon contact you with the exact details of this exchange. And don’t even try to trick me by placing any explosive charges on the Unova or leaving any soldiers behind at the border”, Quart said and terminated the call. He smiled. The Unova was a cruiser with amazing firepower and armour…and soon it would be his.
