    Article I: Government

    Section Ia: The government of Mitsui will be a democratic-corporatocracy, controlled by CraveCo, and will be made up of The Mayor, The Treasurer, and the City Secretary. These roles as a whole represent Mitsui, its internal fairs, and the good nature of its residents.

    Section Ib: The Mayor works with the Executive Team at CraveCo to oversee all government positions. An election must be held every 12th Saturday beginning from the first election held in the nation, in order to decide the Mayor of the city. The hours of the election, held via Poll on the ECC forums, will be from midnight Eastern Time that Saturday morning, to midnight that Saturday into Sunday night. A single person may only hold the position of Mayor for a limit of two terms in a row, where they can rerun for election again after at least one gap of terms. Only in the case of no other individual running for the Mayor position can this rule be disregarded. The Mayor works directly with the CraveCo Executive Team to ensure all processes within Mitsui are running efficiently and that the standard and culture of the City remain high and expansive.

    Section Ic: The Mayor chooses The Treasurer at the time of their election. The Treasurer oversees Mitsui's financial affairs, including, but not limited to, Mitsui's income via CraveCo and Mitsui businesses both within the city lines and outside of them, rent and real estate purchases from any residential property within the city, and other various streams of currency involved through Mitsui, to ensure the City's finances remain stable and in a pristine condition.

    Section Id: The City Secretary is chosen by the Executive Team within CraveCo and may be switched out with no limitations to the time. The Secretary oversees day-to-day operations within Mitsui, including, but not limited to, handling Real Estate changes, resolving disputes, managing storages of any kinds, and overseeing jobs employed by the Mitsui government.

    Section Ie: Each member of government has the capability to add a resident to a residential property through the standard Real Estate Procedures. All members of government agree to perform to the best, most honest, and most dedicated of their abilities when executing their government role to make Mitsui the greatest City within ECC.

    Article II: Currency

    Section IIa: The official currency of Mitsui is the M-Credit. M-Credit can only be produced by a Founding Executive member of CraveCo, which includes only Restiv and TheCravedOne. M-Coin is produced in the form of a written book named “1 M-Credit” or “5 M-Credit”, marked Copy of Original, written by Restiv or TheCravedOne only. Any “Copy of Copy” is deemed a forgery.

    Section IIb: Mitsui residents are entitled to a weekly income of M-Credit based on their monthly rent divided by 2,000, rounded to the nearest whole number. Below .5 will round down, .5 and above will round up. That entitlement lasts as long as they are a paying resident through rent or real estate purchase.

    Section IIc: Ecodollars are also an acceptable and used currency within Mitsui. All rent payments and real estate purchases must be in Ecodollars.

    Article III: The Vote and Petition System

    Section IIIa: The Government of Mitsui and the Executive Team of CraveCo will often propose bills and judgements and make a vote on proceeding to implement into City Law. Each member of the Mitsui government, along with each member of the current CraveCo Executive/Admin Team at the time of vote, has a single vote in each proposal. There are two methods and processes to implement a proposal, known as Rule of Security and Rule of Democratic Vote.

    Section IIIb: The initial vote of a proposal is to decide that it must be implemented into City Law. The If passed by majority vote consisting of each government member and each member of the CraveCo Executive Team, it moves to vote on the Rule. Members of the CraveCo Executive Team may render their vote dissolved and inconsiderable from the total amount voters, whether due to inactivity during the Open Hours of the bill proposal, or other personal reasons. If the proposal is not voted in by majority, it is ruled dead and must wait a minimum of 4 weeks before being reconsidered.

    Section IIIc: After a proposal passes its first set of votes, the members of the Mitsui Government and the members of the CraveCo Executive team will vote on Rule of Security. This decides if the proposal is vital to the security and/or the stability of Mitsui and must be implemented without the vote of the Residents of Mitsui. If passed by ⅔ , also known as 66%, majority vote, rounded to the nearest whole number (under .5 will round down, .5 and above will round up), it will become City Law without the vote of the Residents. If it does not pass at that threshold or greater, it moves to Rule of Democratic Vote.

    Section IIId: When a proposal is moved to Rule of Democratic Vote, it will be posted and polled in ECC Forums for a period of time for the Residents of Mitsui to cast their vote on for implementation. Residents must reply to the thread of the proposal with a yes or no, aye or nay, or in favor or against, statement for their vote to count. Replying to the thread is how votes counted are ensured to be from active Mitsui Residents only. No non-Resident nor a member of Mitsui Government nor Executive Team member of CraveCo will have their vote counted during this ruling. Proposal threads will be marked [Mitsui Proposal ## - (Current Status)]. The statuses include “Open to Resident Voting”, “Closed to Voting”, “Ruled in Favor”, and “Ruled Against”

    Section IIIe: The Residents of Mitsui may create a Petition in forums to form a proposal. The Thread must have “Mitsui Resident Petition” beginning the title. If the Resident who posts the Petition gets a minimum of 8 replies to the petition thread from active Mitsui Residents stating they are in-favor of the petition becoming a proposal, the petition will go to the Government to go through the Proposal Voting System. If there are less than 15 active residents in Mitsui at the time of submitting the petition, the minimum in-favor replies decreases to 5. During the petition process, no non-residents, members of Mitsui Government, or members of the CraveCo Executive Team will have their statement counted.


    Article IV: Banishments and Shutdowns

    Section IVa: A Banishment is a type of proposal that may be voted on and put into place to ban a specific player from entering Mitsui City Limits due to legitimate grievances. Legitimate grievances are provable actions by the reported player that are considered a detriment to others within Mitsui. This includes, but is not limited to, violations of ECC rules, killing others’ animals, excessive and/or repetitive trolling in any form, griefing in any form including violating the Base Design Conservation Rule (Defined in a later article), and general consistent toxicity. A banishment may either be proposed by the Government, CraveCo Executives, or through Resident Petition, and will follow the standard Voting System established in this Constitution. A banishment may also be fulfillable through economic means. For example, if a player is banished from the city due to a major violation of the Real Estate Conservation Rule (Defined in a later Article in this Constitution), the CraveCo Executive Team may put a value on the City’s monetary loss due to the player’s violation.

    Section IVb: A Shutdown is a type of proposal that leads to a commercial business being evicted from their current rented property. Shutdowns are meant for extreme cases where the business being operated has been warned for violating the security, the stability, or the general culture of Mitsui. Except for vital circumstances where the business is in clear violations of ECC rules or established Mitsui Law, a Shutdown Proposal can only be made by the Mitsui Government or a CraveCo Executive after a minimum of two warnings split between two 24 hour periods. After 24 hours from the second warning, a proposal may be made. Alternatively, a resident may submit a petition for Shutdown Proposal at any time, but the minimum in-favor replies rule will apply.


    Article V: Renting Real Estate

    Section Va: All players within ECC that are in good standing with Mitsui, meaning no banishment judgement voted by the residents, may choose to rent a residential or commercial property from the City, at cost of ecodollars.

    Section Vb: Rent is on a weekly basis, paid every Friday by 11:59pm EST, and must be paid using the buy-sign located behind the mailbox allocated to the property, or inside the property (A resident will always be informed of where their rent sign is when they begin their lease). The buy-sign will only carry 1 paper per week, and will be priced at the value of the property’s weekly rent. The paper will contain a payment confirmation code to keep as a second form of proof, the first form being the csn history from the sign shop. The 1 paper per week rule ensures real estate is kept for active residents. Failure to pay rent on time will first initiate the Late Rent Notice, and if no actions are taken by the resident to promptly make rent payment, the Eviction Procedure will commence.

    Section Vc: The Late Rent Notice is a notification to the resident through multiple communication channels that their rent payment is late and must be paid by the following Friday along with their regular weekly scheduled payment, and that failure to do so will initiate the Eviction Procedure. Communication channels at the minimum will include a /mail and a forums pm, but may also include a Discord pm as well as an in-server pm if possible.

    Section Vd: If the Late Rent Notice is ineffective and the late rent is not paid by the second week’s Friday (a week of being late), along with the on-time rent payment, the Eviction Procedure will commence. A round of communications will be sent out to the player informing them that the LWC and Chest Shop Removal Process will be applied for after the next Friday, which is the second Friday after the first late payment’s due date, also known as the second week being late, unless both late rent payments plus the second Friday’s (Third Week being late) on-time rent payment are made by that second Friday (Third week being late) at 11:59pm. Anytime after 1200 midnight on the following Saturday (Of the third week being late), the CraveCo Executive Team will apply for LWC and ChestShop Removal. Once the application is completed, the resident will be removed from the plot region and denied access from it. The resident’s items will be moved and held at the Evicted Items Claims Center (EICC) in the Mitsui Capital Building for one more week, on the following friday, which is the third Friday from the first late payment’s due date, or the fourth week being late. During that time, the former resident may only get access to the items by paying all three late payments plus a $25,000 admin fee. Starting 1200 midnight the following Saturday, the former resident will lose the chance to reclaim their items and the items will be claimed by the Government of Mitsui and CraveCo.

    Section Ve: A resident within Mitsui can apply for a Vacation Grace Period ahead of their expected time to be off the server for personal reasons. A Vacation Grace Period allows a resident to pay up to 4 weeks of rent up front when they know they will be out for a few weeks. A Vacation Grace Period shall not exceed 4 weeks at a time, and there must be a gap of at least 4 weeks before the resident’s next Grace Period. This is to aid in ensuring real estate within Mitsui is held by active residents. If a user expects to be gone for longer than 4 weeks at a time while renting a property, it is recommended to sublease the property to a second resident who will get access to the rent payment room for the property. If a sublease in place, a Grace Period cannot be applied, and the 1 Paper per Week Rule will apply. The Subleasing Process is defined in a later Article.

    Article VI: Purchasing Real Estate

    Section VIa: All players within ECC that are in good standing with Mitsui, meaning no banishment judgement voted by the residents, may have the option of a property buyout. Purchasing property is considered a separate system from renting. Purchasing property is only available for single-family homes.

    Section VIb: Purchasing a property means the resident does not have to pay rent to the property. It also means all of the activity-based rules are more lenient and allow more time for the resident to be out. Residents that have purchased real estate will have their activity periodically checked through /seen. They will not be marked as inactive unless they reach 90 days since last in-game login (3 months). At the 90 day mark, the resident will get a forum pm and an in-game /mail stating they will be subject to an inactivity eviction at the 120 day mark (4 months). If a player is still inactive (has not logged in) by the end of the 120 days, the CraveCo Executive Team will apply for LWC and Chest Shop unlocks. Once the application is accepted, the Executive Team will remove the resident from the plot region, and move their items to the EICC (Evicted Items Claims Center) in the Mitsui Capital Buildings. /Own’ed Magic items will be kept in a separate location in the EICC as they are always reclaimable through the server. The former resident will have 30 more days to claim their items for a $25,000 admin fee (The 30-day mark will be on the sign on the door to the items). If not claimed by 11:59pm of the 30-day mark, the former resident will lose claim to the items and CraveCo reserves the right to take possession of them. These rules are in place to ensure the limited amount of real estate within Mitsui is held only by active residents.

    Article VII: Applying for Subleasing

    Section VIIa: Only those in the Real Estate Career Path have the right to sublease the property to another player, after having their application approved. That player will become a Mitsui resident and will be added to the “rent room” of the property so they have access to paying rent. This is only limited to one secondary person. The original renter will still be marked as the primary tenant and the late rent and eviction processes remain the same, but with notice going to both the primary and secondary tenants. To submit an application for Subleasing a property, a resident (who qualifies) must create a thread in the Towns & Nations section of the ECC Forums. The title must start with “ Mitsui Subleasing Application - (Primary Tenant’s Username) “. In the thread, the resident must include their username, the username of the player who will be on the sublease, and the address where the sublease will take place. Although not required, they should also tag Restiv, TheCravedOne, and at least one member of the Mitsui Government.

    Article VIII: Employment by the City and Entrepreneurship

    Section VIIIa: The City of Mitsui will have an official Job Board thread that will also be linked in to the Official Mitsui Guide thread. The jobs listed on the board are employed directly by the Mitsui Government and/or the CraveCo Executive Team. The jobs are only for active Mitsui Residents. Residents may inquire/apply for any of the jobs they feel qualified for by reaching out to a member of the Mitsui Government or an Executive Team Member of CraveCo. Current Government Members and Executive Team Members of CraveCo will be listed and kept up-to-date on the Official Mitsui Guide thread.

    Section VIIIb: Active Residents of Mitsui have a right to conduct their own business within Mitsui city limits, however, in order to do so in a commercial property, they must enter the Entrepreneurship Career Path through a Career Center application.

    Section VIIIc: Residents may have up to 5 Chest Shops in their residential properties. They may not arrange their resident property to appear as a shop, commercial property, or official business. This falls under the Real Estate Conservation Rule, defined in the next article.

    Article VIV: Real Estate Conservation Rule

    Section VIVa: All Mitsui Residents must keep the original structures of their residential and commercial properties intact. This includes the interior, exterior, and the objects placed inside and outside. The residents may add blocks, such as extra chests, and can remove their own placed blocks. The Government of Mitsui contains a schematic for every residential property in order to verify original structure integrity, and reserves the right to move forward with an eviction process, and even a banishment proposal, if the Conservation Rule is broken.
