From what I understand weather was turned off because it annoyed the players. I personally don't see a problem with it snowing just at spawn for the day... but thats just me.
That aswell as it caused lag for users and the server. Having that many chunks with that many players and weather is a bad mix... Causing lag on multiple ends, and it can be very annoying.
Andrew isn't heartless and likes fun sometimes - so he turned on server-wide "rain" (which turns into snow in snow biomes, such as spawn). I'm sure tonight or tomorrow afternoon he'll turn it off.
