To be brutally honest it's a horrible suggestion. Why not give all players access to fly as well? Won't happen.
I'm suggesting that we have one arena without kits. Just one. By far the majority of arenas will be without kits. I don't really get where you got fly analogy from tho.
It's the same concept. By adding a kit free arena you are giving players the ability to SG with no kit players. If all no kit players do this, kits will become useless. Your suggestion will never be implemented. Sorry but that's how running a server works.
