Who gives the rating? If users can just give rating people can abuse this in many ways. Other's could give a player a bad rating just because they don't like them and someone can hire people to like them to trade and then possibly scam. I may be wrong, correct me if so.
Its completely customizable, it can be made so only. Moderators can do its, or so everyone can, and if this were to be implemented then I'm sure that it will be limited to one per person, so you can only decrease, or increase there rep by one, and if a group of users rep bombed a user, I'm sure they would have enough positive rep points to be fine : P,
