If you want a private voice chat, use skype or Discord. There's literally zero need for those kind of cliques in TS3. (not to mention the extra work required) The way it is now is fine.
100% disagree with you. Skype give personal information too. I don't like Skype neither to talk to near friends. Other question is... are you able to develop the server although it's hard to do it? If the question is no I will get really awesomed.
Then use Discord. 100% free, no personal information, no shitty skype shit. Also, everything can be "developed" or coded. But whether something's worth the time and effort to do so.. that's a different matter entirely. What you're suggesting simply isn't worth the effort.
Then I don't understand why promoting ts3 if dinally you redirect people to Discord. That makes me feel a little angry.
TS3 is for public conversation. Not for private conversation. Private conversation should be done in private. (like on Discord!) You don't go to a public place expecting to have a private conversation. That's just silly.
Just use Discord and skype like they have said its easier for the staff team and easier for you, win win situation
