[suggestion] Sticky threads: tutorial and skin requests.

    Suggestion: Sticky threads in the skins and tutorials sections where users can request special skins and tutorials.

    Reason: this could prevent request clutter in those topics. Also it would just be nice to have a designated area for such posts.
