Maybe not a full freedom of cooldown, but a reduced one. A full one could create lag if a larger amount of users decided to teleport all over the map.
Essentials has a permission for being exempt from tp delays, in fact it is given to the staff team. It is not currently possible for varied delays, and wont be for some time, methinks.
