    Add a new channel called "Off Topic (/ch ot)
    Reason:
    Well, the ECC global channel has lots of off topic talks, and kinda ruin the chat. So users can join /ch ot!

    Isn't global for everything that doesn't fit in a special channel? I don't really want another color in the chat :/

    What is considered 'off topic'? Anything not pertaining to ECC? If so what would belong in global then?

    Global is essentially /ch other as is /ch l and /pm. all of them can be used for off topic and on topic talk. I don't feel there is enough offtopic conversation warrant its own channel.
