[suggestion] make it illegal to anvil at spawn

    It's extremely annoying when people do it, and currently it isn't against the rules. My solution is make it fall under trolling and deal with it the same way.

    When you place an anvil somewhere, even if you don't have perms, it makes the sound. So yoi can just spam it endlessly where you don't have perms and it is annoying.
