None of the following is to be applied to crazy lottos unless specified. Let's say I want six lottery tickets. I could do "/lot buy 6" or I could do it the spammer way and do "/pt lot buy 1" on a tool and use the tool six times. A lotto cooldown would make it so that after 5 individual ticket purchases within five seconds of each other, the user cannot buy any more lottery tickets for either one minute or until the next lotto, whichever comes first. Phys and Andrew would be able to universally disable the cooldown for crazy lottos with a command only they could use (i.e. "/lot cooldown off").
I believe that this has been suggested before, but denied/forgotten. If anything, I'd want a lotto cooldown at no more than ten seconds. If you really don't like the spam, just do /lot messages. I'm pretty sure that excessively spamming tickets is warn-able now.
