Less than a second after: /lot buy You cannot buy a lotto ticket for another 2.98953825 seconds! (Randomly made up number) Reason: This will limit the lotto spam. There have been many complaints about users spamming lotto. If you want to buy many lotto tickets, you can just buy however many you want at that time, instead of creating lotto spam. -1 Spamming lotto is fun, but there is a time and place for it. It shouldn't be blocked, but I definitely think the rule should be enforced more than it is.
As Jacob said, warnings, if given, rarely have stopped the lottery spam and let us be realistic - the server needs this money removed and so a great suggestion like this will probably never happen. I think even better would be that only the first $1000 would actually be applied every 2 seconds or so, the spam bot would not be seen, the money would just go to the server.
Non lotto player who turns off lotto messages: dont care! Whatever causes more ticket sales. I would change nothing probs.
