In future, there's a specific format that makes your suggestion easy to read that you might like to use for suggestions. It sounds a little complicated to control and program, and it could get overly busy, though I do enjoy your suggestion, but I think a better alternative that you could use would be a pay-to-use job advertisement section at the spawn for, say, $1,000. Personally, the "looking for a job" requests on /ch tr don't really annoy me, so long as it's not spamming and not repetitive.
It would be another place to spam though? Say someone posts a job with false info or doesn't remove the job, then a mod would have to check every so often. If users wouldn't spam it yea I would like to see this.
Another possibility with this, would be to allow only mayors+ to access this command. Those ranks are the most likely to hand out jobs, so it would be only suiting to give them this ability. Not to mention anyone of at least a mayor rank should have been on the server long enough to know not to spam. Also, if it is a concern that people might forget jobs and leave them posted, all jobs could have like a 1 week expiration date from its posting.
I believe that the section For sale/ Wanted/ Job Offers/ Advertisement is used to look for jobs. I do not think this is a necessary suggestion.
How many of the new builders that get on this server do you think actually take the time to read through all of the things in the sale/ Wanted/ Job Offers section? I don't think very many do because I've had a job posting up in there for at least a week now, and I haven't received a single response from that yet. If there were job listings in game, I think it would be utilized far more than the forums are currently.
If it would be absolutely necessary to do a 24 hour wipe, then I'd still be happy, but I think that it should be more of a weekly thing. Not to mention, I think there should be some way to limit the amount of posts you have. Make it similar to how lwc's are tracked or something.
