Adding a hacker patrol staff rank
Reason:
It works really well when applied. I saw a server with a HUGE hacking problem so they created a Hacker Patrol (Or H-Patrol for short) and their hacking problem decreased majorly. I feel that there has been a rise in the number of hacking complaints recently, so I feel this staff rank will decrease hacking numbers.
