Its a grammatical error. *Yes, I searched it on Dictionary.com, they are both the same word, or have the same meaning essentially* Reason: I'm a grammar Nazi. :] No just kidding but they are the same word and I see no reason for Announcements and/or News to be there. Pick one or the other, not both :S *Unless of course you prefer it how it is.* Any Other Information: You can search it on Dictionary.com your self. Or in a real dictionary.
I don't need a dictionary to know that they can have different meanings. An announcement is something you announce - and it may not be "news" because it isn't new. It can be a reminder. News is something new, about something new, new changes, etc. They are similar, but can have different meanings and reasons. :b
