We create 8 new items in-game called tickets, and name them after each of the following items. The trade sign plugin could be modified to accept the new items, and we could have an exchange where you can trade these items for a ticket. Shop Owners would be able to sell enchanted items, and this could also get rid "pumpkin axe (eff1)" scamming. Just saying, it's not possible to create new items with plugins. All we could possibly do is use unobtainables as tickets, but this comes with a problem, which unobtainables? And what about the people who already have those unobtainables?

S'possible. Forced Data Values on items (or unplaceable blocks). Minecraft doesn't like it, but you can add a data-value to every single block/item. Maybe use the material of the tool for the item, and then have the ID be a "ready-to-convert" enchantment? So, a diamond with the value <diamond item id>:337 could correlate to a pickaxe with fortune 3, unbreaking 3, efficiency 7. Can't think of any reasons this wouldn't work, aside from a newfound way to people to complain about how they were scammed.
You could use unobtainable items such as the ender dragon egg maybe? But some people may already have that somehow. Or maybe some type of egg? Maybe a villager egg or a creeper egg? A wolf egg? If nobody on the server has one of a certain type of egg, in their possession, then that could be used.
Yes, we could re-name/change the item id of unobtainable items, like mob eggs, except for horses and villagers. By the way, you can get a ender dragon egg in the nether star shop.
I guess I am missing something. Once you make these "tickets", what is the backing on them? If I have a ticket, who do I exchange it with to get my tool? What if they don't want the ticket, but want to keep their tool? I mean I can use a tool, but a ticket is kind of worthless, unless it has a monetary value I can sell to the server. What else can the ticket be used for except to get my tool back at a later date? Are we going to make a new server shop that accepts these tickets like the nstar shop? That is the only backing for nstars. If that shop is gone, the nstars have no value. Are we going to make the tickets a 3rd type of money? I guess I'm missing why I would give anyone a tool for this ticket.
You can trade the tools in the main post to the server somehow. Then somehow edit the trade signs to be able to accept tickets.
The tickets are edited items that can be safely traded between players. We could also edit then to be able to be sold to the server.
