I'm pretty sure the administration is alerted when the server is lagging, and players making threads like that just spam the help and support section.
No as this would prevent possibly useful threads from being created. Discussions that happen on these threads can be helpful when ddx'ing issues. It's just a matter of providing useful information when reporting just like everything else. Not useful: X happened!!! Useful: X happened when Y.
