I wonder why you didn't request a pull into the original plugin, right now it just looks like you stole his code.
wouldn't there be something in the plugin config to only allow certain item id's to be used for /hat? Not sure which plugin is used here but this one has that ability http://dev.bukkit.org/server-mods/hatme/
