Enchanted shields don't glow in vanilla, either. I suspect it might be possible, but (if it is) that would probably require net.minecraft.*, which I'm very certain is not going to happen¹ because I don't know of any way to do this via a Spigot plugin. ¹ NM* usually has to be adjusted with each new MC version, which means we'd have a plugin for a very simple feature that would delay every single update.
This requires NMS code. NMS = Asking for problems. Won't happen unfortunately, as much as I wish it did glow. Not willing to make such big code changes for something so small.
