only possible with the mob spawning flag toggle but that DOES spawn mobs all over your town.

 

Though if your town is lit properly they shouldnt spawn

 

in addition to this i had a question, what is the application to turn on mobs?

Guys, look at the date it was posted, over a year ago. Mobs have been disabled in main world since then.
