I think that it is pretty smart to sell good homes for cheap then evict everybody the next week then do it again, but it makes people like me mad, so I think mayors should make promises to their residents that they will keep their houses forever.
It is the mayors choice. They do not do it to resell the plots, it's for their own reasons. Next time, ask the Mayor first, and make them promise not to evict members.
A very devious tactic indeed... Just make sure you can actually trust the owner before you buy the house is the only tip I can give you.
