I feel like whoever owns #21 tried making a 21 if you look from above, but it didn't work out to well.
I had asked around if anyone had put together a shop map and I never got a positive answer so I decided to put something together for myself. I also figured that if I was going to go through the effort I would like to do a semi-nice job and share it with the community. I remember when I first started out it was a very difficult to find a particular shop. Maybe this will help. I will work on the other 3 quadrants and probably follow this format but I am a little strapped for ideas on how to do the underground shops since I can't take a bird's eye view of them... Anyone have any ideas?
Instead of trying to show the underground shops, you could put faded number-labels approximately where each underground shop is. and a key to tell the user why they are faded. semi-transparent labels? I think that is what I'm picturing.
