Shouldn't you donate so you can get perks? You only have about 201-300 and yet you are like giving out $200 for 4.5k per USD.
You can easily have the basics at less than 300 usd, anything up from that could be considered personal. Plus, his main goal is obviously his town, not getting donation features, so if he needs so quick cash to get this project started or finished, I fully support his decision.
Has anyone heard from this guy? Especially with the stuff on sale...It would be nice to grab everything...or at least get an answer whether he can buy for me.
