This is intentional. It was set in place after many gravel/ sand "monsters" started lagging the server. It's to discourage them. Sand and gravel also don't give McMMO exp.
Sand is worth nothing so that people don't go digging useless amounts of sand. (sand falls down and creates CPU lag.) Same with gravel.
