Interesting, I've reported this to the developer of worldguard, must be a recent breakage with the plugin.
You will need to wait for these players to connect so that WorldGuard updates their names. There was an issue throughout the past month and the file had to be changed. https://github.com/sk89q/worldguard/commit/80aec378d8c26773c1bc02890c79634d1c9f2288 Nothing we can do to "force" grab a bunch of uuid's and convert them.
Fixed this by moving the old cache file into the new cache directory. Should be functioning with all previous names now.
