Remove water collision-checks from /back and /home

    Currently if you try to /back or /home into an underwater space it will find the closest empty region above you (be it the surface of the water, a cave above, or the land above you up at ground level) and put you there. With the advent of water+ we're now capable of staying underwater as long as we please, and I for one actually spend a lot of time below the surface. It's troublesome to use /back only to find yourself nowhere near where you used to be.

    I'm not sure if the collision checks for teleporting can even be messed with, but it would be nice if water no longer counted as a collision block so that we could use our /back and /home commands underwater. Perhaps this could only be enabled on water+ accounts as I assume the current collision-check system is a safety feature to prevent accidental suffocation.

    Lemme see what essentials can be modified to this or if it is default minecraft unchangable
