I am planning on making a series of puzzle rooms, some of which may have traps (dispensers shooting arrows or other auto-reset traps). However this seems to fall under the disallowed structures: "Player traps in non-PvP worlds."

Would this mean that if I want to have these traps, the area would need to be designated a PVP zone? I was hoping that posting warning signs at the entrance, letting people know to leave valuables at home, and that there were traps would be sufficient. Especially since the intent is not to kill, but to give immediate feedback that the choice was wrong, along with consequences for ignoring that feedback. A little flashing redstone lamp isn't nearly as noticeable, or as bad to simply ignore.

Likewise I am planning on having ExtCreations bridges that drop players into water (so as to avoid any fall damage). Would this count as abusing the bridges?

There are various rules that would be broken if you made traps in a non-PVP zone, as well as rules that involve killing (or attempts, possibilities of, etc) users.

In order to have traps, the only way you would be less likely to break rules is if it was in a PVP zone. Warnings would still be important, too - especially outside of the PVP zone. And depending on how entry to the PVP zone/puzzle rooms work, it would be best to talk to each user individually and get proof of them understanding the dangers.

If you would like, I can quote all of the various rules on killing, harming, and traps, if you think it would be easier to plan anything you're going to make.

Just note that a non-PVP area with traps or anything to harm users isn't allowed.
