Result: Can't put a wind charge into the brewing stand to make progress. Expected Result: Being able to put a wind charge in the brewing stand to make quest progress. Seeing as how wind charges cannot be used for potions (and only the breeze rod can), it sounds like the wrong item was added for this quest's completion
I had one the other day that required me to brew Stone as well, and it functioned normally and completed the quest, resulting potion was just a mundane
Minecraft added a few different potions over the last few versions and with that came new recipes. New ingredients include stone, breeze rod, phantom membrane, cobweb, and dragon's breath.

Correct; it was likely meant to be breeze rod, which gives the wind charged effect, rather than wind charge.
Yes this is fixed. Just a small note for those questers...make sure you brew with a brewing stand that is owned to you via the Jobs system, otherwise you won't get brewing credit.
