Allow users who are the orig owners of town to app for a pvp arena relocation/expansion app

Reason:
Shouldn't have to pay a full 40k to change the size/relocate it

Really? I asked 3 mods, all told me it didn't exist...

 

Turns out it was Phys who said they were 40k, and they replace the old 1. You can lock this and go make fun of her now
