I like this idea. Perhaps you can find a good area for the chest at spawn and post a screenshot to give the community a better idea of where you think would be a good place to put it. I do believe, though, that there are enderchests in the spawn shops that are open to public use.
I think a building dedicated to this might be a little too much. Perhaps a small kiosk near the dance club? Or even enderchests placed one block in the ground at spawn, near the ecc intro signs/build warps.
Perhaps near your mansion, Andy... It could be made out of Iron blocks, Obsidian, and bed rock. In side could be row after row of ender chests!
Maybe, the only way to get in is to be TP'ed by a Command Blocks!!! P.S. A kiosk is too little, remember this is so builders and those without chests can still use them.
