Until you have your Mayor town (a town of which you are the original owner), the safest place to store your stuff is in a locked chest in the wild in Rising or Legacy (Do not use the mining world, you can't lock stuff there).

If you have a plot in someone else's town, it is possible for your locks and trade signs to be removed.
If you use your inventory or an enderchest, it is possible for your stuff to be cleared for inactivity.

If you hide a base in the wild, the only way someone gets your stuff is:
    1. They claim a town that encompasses your chests.
    2. They find your chests (might not happen if hidden).
    3. They successfully file an lwc on them.

It is just so much safer to have all of your wealth stored in a locked chest in the wild until you can move to your Mayor town.
