@TheYukbob You will need the permission of @SniperDog3000 to place this town directly next to "tophat". I am aware you are the listed owner, but we still require the 'original' or 'applicant' owners permission.
I understand what you're asking but its impossible. @SniperDog3000 quit playing ECC in 2014. I had no contact with him outside of ECC. Is there any way the requirement can be waived? I'm sure this isn't the first time this problem has arisen.
Update: I spoke with @xX3PICREBELXx about the issue and I changed the coords to comply with the Zoning Laws. Should be all fixed @ClarinetPhoenix EDIT: Note the new coords are now in Rising not Legacy
