It has always been Lancaster rules to give permission to anyone who wants to add a town, as long as they agree to fit the town into the grid without any gaps. I hope that @IsraelLawson will give permission in the future to anyone who wants to place a town north of Aces (a person would need permission from Israel and I both). But that's not a condition of this one, I just wanted to mention it. Permission granted.
Oh, and I think that first coord of yours is supposed to be 13,698? Not 13,689? Save you having to wait longer if the first mod to see it just tells you to fix it, then wanders off. @IsraelLawson
